How it works

What happens after you upload?

  1. You upload.

One quarter of records, in any format, or your ACE report exports.

  2. The agent reads and matches.

It matches each export to its import entry and drafts each claim line with its evidence. Claim package within 24 hours of a complete package.*

  3. Harbor & Field approves and files.

A licensed broker reviews every line and files your claim with CBP.

  4. CBP pays you.

    When does CBP pay?

Already got an IEEPA refund? Drawback is the one that repeats.

Every entry is checked for CAPE first, and Harbor & Field never files drawback on an entry before its CAPE question is settled.[3]

Sealed or Standard

Who can see your documents?

The Sealed data statement

With Sealed, your records stay private, and a receipt proves it.

In Sealed mode, your documents are processed inside AMD SEV-SNP confidential virtual machines, by an open-weight model inside the sealed boundary. They are never used to train any model, and the model's weights hash is published. No one sees your documents without your consent. Exceptions go to you or Harbor & Field. When the run ends, the working copy is cryptographically erased and a signed receipt is kept. The claim package and CSV go to Harbor & Field; claim totals go to billing.

The Standard data statement

Standard may use outside AI, on terms that bar training, and logs every NexQloud staff access.

In Standard mode, your documents are processed in NexQloud's cloud. An outside AI provider may process them, only on terms that bar training, and they are never used to train any model. Named NexQloud staff can read them, but only for exception review and support, and every access is logged. They are kept for the engagement, then deleted on schedule. The claim package and CSV go to Harbor & Field; claim totals go to billing.

Which mode should I choose?

Sealed fits records that must stay private: trade secrets (supplier prices, formulas or customer lists you protect), records for export-controlled goods, or a customer contract that requires confidential processing.

Standard is enough when your records hold nothing you would mind a named, logged NexQloud specialist seeing, or an outside AI provider processing.

You can switch modes for later uploads.

What you get

What will you get back?

A claim summary, a line-level CSV you can re-foot in Excel and, for Sealed runs, a signed receipt anyone can check against AMD's keys.

Fees

What does it cost?

Harbor & Field sets its own fee. CBP pays the refund to you, and Harbor & Field bills you as its engagement letter says.

Rough estimate

An estimate, not a guarantee.

$787,000

U.S. averages: 6.7% for the most recent year (July 2026) and 2.3% for earlier years (January 2025).[4]

How this is calculated
Drawback
25,000,000 × 20% × 99% × (6.7% × 1 year + 2.3% × 4 years) = 787,050.00

Why 99%: Drawback returns up to 99% of the duties, taxes and fees paid.[1][2] Merchandise processing fees and harbor maintenance tax can count too.[2] This estimate leaves them out.

IEEPA duty isn't in this estimate.

Rounding: The card rounds the drawback to the nearest $1,000. This tape stays exact.

Top questions

Questions clients ask

Who files my claim?

Harbor & Field Customs, a licensed customs broker. You sign your power of attorney directly with Harbor & Field.[5]

Who can see my documents?

Nothing trains on your documents, in either mode. In Sealed mode, no outside AI reads them, no one sees them without your consent, and a receipt proves it. In Standard mode, an outside AI provider may process them, only on terms that bar training. Only named NexQloud staff can open them, to fix an exception or answer a support request, and every access is logged. You can switch modes for later uploads.

In Sealed mode, Harbor & Field sees the claim lines it files, each with its evidence references, and sees source documents when you authorize it. In Standard mode, Harbor & Field sees your claim lines and the documents behind them.

When does CBP pay?

With accelerated payment, CBP can pay before the claim is final. Its only published timing, from 2018: processing "will generally take place within 3 weeks of the claim resubmission date." Without it, a claim is deemed liquidated one year after filing unless CBP extends it, up to four years.[6][7]

What about my IEEPA refund?

Most IEEPA refunds go through CAPE. Every entry is checked for CAPE first.
