CAPE doesn't touch the other duty your clients pay on imports. When they export those goods, drawback may return it.

CAPE first
Will drawback get in the way of a CAPE refund?
Not when the order is right. CAPE excludes entries that are the subject of a drawback claim, and CBP recommends filing CAPE before drawback.[9]
So we check every entry for CAPE first. We never put an entry on a drawback claim before its CAPE question is settled.

Your client's ACE entry reports are where a drawback claim starts. Your client uploads them. On the Advisory track, your firm doesn't handle the data.

How the numbers work
Filing track terms. Founding Filing Partners, the first 10 to sign, get the first 90 days free and rates fixed for 24 months. Claim packages cover up to 1,000 matched import lines; each extra line is $1.25 Sealed or $1.00 Standard.[10]
Filing track example. An example, not a forecast: a $1M lookback filed as 10 claim packages of up to 1,000 lines each, at the published list price. In Sealed, your client pays $175,000; you pay $12,500 and keep $162,500 before your own costs. In Standard, your client pays $155,000; you pay $10,000 and keep $145,000 before your own costs.[15]
Your price is yours to set, for each mode. If your claim-package fees in a month come to less than the workspace fee, you pay the workspace fee. 1.5 Standard packages a month cover the $1,500 co-branded workspace fee in full.[10]
Your clients
Will we compete with you for your clients?
No. We don't sell CAPE filing to anyone, so there is no CAPE work to sell your clients.
- Register your client list. Each client that confirms is protected for 12 months.[10]
- We don't market to it and we don't introduce another adviser. On the Filing track, we never quote it below your price. The client's choice always prevails.
- You send each client its confirmation link from your own email, so it hears from someone it knows. We don't email your list.
- In both modes, the partner terms bar us from soliciting your clients and from using their data in our marketing.
Who can read your clients' documents
Sealed. Your clients' documents stay private, including the supplier prices on their invoices and the customers named in their export filings.[16][17]
Standard. An outside AI provider may process your clients' documents, only on terms that bar training. Nothing trains on them. Only named NexQloud staff can open them, to fix an exception or answer a support request, and every access is logged.

Who gets paid, and when?
CBP pays the refund to your client, the claimant.[18] It never passes through NexQloud.

Your firm (Advisory track): you bill your own work to your client, directly.
No one in the program buys a drawback refund, advances money against it or takes an assignment of it.
The fee
Charged on principal only. Any interest CBP pays is your client's. The broker that files invoices your client after CBP pays. Under the published fee, if nothing comes back, nothing is owed.
When CBP pays
With accelerated payment, CBP can pay before the claim is final. Its only published timing, from 2018: processing "will generally take place within 3 weeks of the claim resubmission date." Without it, a claim is deemed liquidated one year after filing unless CBP extends it, up to four years.[19][20]
Accelerated payment needs a bond. Any third-party cost, such as that bond, is quoted before your client agrees.

What do we ask of every partner?
In May 2026, CBP warned importers about unknown parties offering to file, requests for bank details or passwords, and pressure to act.[21]
These standards keep your firm well clear of that. They are part of the partner agreement.

Questions refund firms ask
Our clients already filed CAPE. Is anything left?
Some clients' entries are in Phase 3 or in court. What happens?
Those entries stay on hold for drawback until their CAPE question is settled. The case stays with your client's counsel.
Why can't you share fees with us?
A broker may not let fees for customs business benefit an unlicensed person.[14] If your firm holds a broker license, the Filing track lets you set your own price.
Drawback pays slower than CAPE. What do we tell clients?

Can we keep our funding or claim-purchase product?
Tell us about it when you apply. It can't touch a drawback claim made through the program, and it stays out of anything that mentions NexQloud Drawback.
Do we need a customs broker license?
Licensed brokers on staff, but the firm isn't licensed?
Tell us when you apply. Counsel reviews these cases one at a time.
Do you file CAPE?
No. We don't sell CAPE filing, and the agent doesn't prepare CAPE declarations. Your CAPE work stays with you and your client's filer.
What do we see?
Status, for each client that allows it: registered, account created, documents complete, claim package ready, filed, paid by CBP. Not documents.
Can our firm white-label?
Yes, if your firm holds a customs broker license. If not, you get a co-branded page instead.
Is there a minimum client size?
No. The published fee has a minimum of $750 per filed claim, never more than 25% of what that claim recovers.[15]
